COLUMBIA, MD (October 14, 2025) – Enterprise Community Partners today announced the appointment of Janis Bowdler as the affordable housing nonprofit’s next President of the Solutions Division. Bowdler is a nationally distinguished leader and brings two decades of impactful community and capital developmental experience across the public, private, and nonprofit sectors.
“Janis Bowdler is a bold and committed visionary who will advance our mission at Enterprise and champion the approaches critical to addressing our housing crisis” said Shaun Donovan, CEO of Enterprise Community Partners. “Bowdler’s career-long achievements signal a fundamental understanding of what communities need to thrive, and how to build lasting systems designed for growth and economic advancement. We are honored to have her join and lead the Solutions Division during this defining moment in our housing crisis.”
As the new President of Solutions, Bowdler will provide strategic guidance to Enterprise’s management team, leading its programmatic and advisory work, as well as policy innovation at the state and local level across Enterprise’s national network of regional offices. Bowdler will further lay an essential foundation for advancing Enterprise’s mission of making home and community places of pride, power, and belonging.
“I have focused my entire career on helping the nation’s most vulnerable families build financial resiliency and expand more broadly shared prosperity," said Janis Bowdler, President, Solutions Division, Enterprise Community Partners. “I have done this by curating the unique partnerships and innovations across sectors that are critical to driving meaningful change. Now, I get to do this work with some of the best and brightest in the field. Enterprise is a proven leader in addressing a family’s most fundamental and urgent needs - housing. I am beyond excited to work with this dynamic institution to make housing more accessible and affordable for millions of families.”
Bowdler most recently served as a senior fellow at the Equis Institute, where she focused on building a policy agenda for Latino economic mobility, and as a senior fellow at AmericaFWD, a new nonprofit committed to ensuring infrastructure investments build broadly shared wealth and prosperity. Her experience spanning public, private and nonprofit sectors reflects a deep insight into the partnerships needed to drive lasting impact. Prior to her time at Equis Institute, Bowdler served as the first Counselor for Racial Equity in the U.S. Department of the Treasury, where she spearheaded major investments under the American Rescue Plan and Inflation Reduction Act and founded the Department’s Office of Diversity, Equity, Inclusion, and Accessibility. She also served as economic policy director at UnidosUS.
“As the Treasury Department’s first Counselor for Racial Equity, Janis was vital in advancing programs that uplifted and supported millions of Americans during an immensely challenging time amid the Covid-19 pandemic,” said Janet Yellen, 78th U.S. Secretary of the Treasury. “Critical to her work at the Treasury Department was her commitment to ensuring investments reached the communities who needed them most. She brings both heart and expertise to the work of expanding opportunity, and Enterprise is gaining an exceptional leader at a pivotal moment for housing and equity.”
“As her friends and former colleagues at UnidosUS, we have had the privilege of watching Janis grow into a fierce advocate for all, championing policies that moved the needle on economic access and opportunity,” said Janet Murguia, President and CEO of UnidosUS. “Janis has always been the kind of leader who brings together changemakers – from community organizations to policymakers – in order to create innovative solutions that address our nation’s toughest challenges. We are thrilled to see her take on this role at Enterprise Community Partners and have no doubt she will continue to drive transformative and lasting impact.”
Prior to her time at the U.S. Department of the Treasury, Bowdler served as the president of the JPMorgan Chase Foundation, leveraging a $2 billion global portfolio with the goal of expanding economic opportunity. Bowdler is the co-author of Building Equitable Cities, written alongside former HUD Secretary Henry Cisneros, Senior Fellow at Urban Land Institute (ULI) Jeffrey Lubell, and Former Global Chief Executive Officer of ULI Patrick L. Phillips.
“Janis has an exceptional ability to align major capital investments with opportunities for transformative impact and exponential growth," said Kevin Goldsmith, Head of Community Development Tax Credits and Intermediaries Lending at J.P. Morgan. “During her tenure at the helm of the JPMorgan Chase Foundation, Janis led by example and demonstrated that she possessed the necessary integrity and commitment to advance community development efforts across the U.S. I look forward to working with her in this new capacity at Enterprise Community Partners.”
“I’ve had the privilege of knowing and working alongside Janis Bowdler for decades. Her impact as a leader in racial economic equity has been profound—whether transforming JP Morgan Chase into one of the first major financial institutions to prioritize the racial wealth gap, leading the way at UnidosUS as a national voice on Latinos and economic justice, or driving urgent analysis and solutions at the U.S. Treasury. Janis brings an unmatched blend of vision, rigor, and commitment to her work,” said Dedrick Asante-Muhammad, President of the Joint Center for Political and Economic Studies. “I have continually been inspired by her ability to create real, lasting change—rooted in community, guided by data, and always focused on expanding opportunity. As she steps into her new role as President of the Solutions Division at Enterprise Community Partners, I am excited to see her lead the charge to advance affordable housing, racial equity, and economic mobility in hundreds of communities nationwide. Janis is exactly the kind of transformational leader this moment calls for, and I have no doubt she will help shape a future where every family can access a good home and the chance to thrive.”
Bowdler succeeds interim co-Presidents of the Solutions Division, Baaba Halm and Meaghan Shannon Vlkovic. Halm and Vlkovic will maintain their current posts of Senior Vice President, Programs. Bowdler is based in the organization’s Washington office but will engage with stakeholders across the nation.
