Supporting youth and families with their housing-related challenges regardless of immigration status

A Tale of Two Markets is a policy platform designed to build 
a stable housing market in Cuyahoga County, Ohio.

Through extensive literature review and qualitative data, this brief draws from the community development sector’s experience to identify best practices, interventions and key common-sense reforms to make land contracts a safer and more effective homeownership tool.

Cities are not homogeneous by race and ethnicity, however, with some neighborhoods still majority non-Hispanic white. Nor are changes within these neighborhoods consistent; for example, those that have experienced gentrification – or the in-migration of higher-income households into traditionally low-income communities – likely have different patterns of racial change than non-gentrified neighborhoods, given inequalities in income distributions across households by race and ethnicity.

This white paper examines the challenges and opportunities to preserving permanent supportive housing (PSH) in Los Angeles County as well as provide public policy recommendations to ensure that this housing serves as an integral step in the region’s long-term goal of ending homelessness.

Enterprise strongly opposes HUD’s proposed rule on the verification of eligible status that would prohibit “mixed-status families” from living in public and other subsidized housing.
