Darga brings extensive affordable housing finance, development, and policy expertise to leading affordable housing nonprofit

April 13, 2026Enterprise Community Partners (Enterprise) today announced that Kim Darga has joined the organization as its new vice president and New York market leader. In this role, Darga will lead Enterprise’s work across New York State, including New York City. One of the state’s premier experts in housing development and policy, Darga brings almost two decades of experience to Enterprise in preserving and developing affordable homes, as well as a strong commitment to New York’s economic and community development.

Prior to joining Enterprise, Darga most recently served as Deputy Commissioner for the Office of Development at the NYC Department of Housing & Preservation (HPD), the nation’s largest municipal housing agency. There, she led efforts to advance affordable housing production and preservation across New York City. During her 18-year tenure at HPD in various roles, Darga supported and ultimately oversaw the agency’s financing, incentive, and related programs for the construction and preservation of affordable rental and homeownership opportunities; expanded HPD’s capacity to deliver affordable housing, with production increasing from 16,000 to 30,000 homes annually; and worked with a range of public and private partners across the City to implement new housing initiatives.

Darga will oversee all of Enterprise’s programs and teams in New York. The organization’s far-reaching work in the state includes investing capital to create and preserve high quality affordable housing, launching innovative programs to keep New Yorkers stably housed and spur economic development, and advancing these initiatives at scale through policy advocacy. Enterprise also produces original research on affordable housing issues in New York and proposed solutions, such as its recent report on rising financial distress in New York’s affordable housing stock, with urgent recommendations for action.

Prior to joining HPD, Darga worked in various economic development and urban planning capacities in New York City, Dallas, and Beacon, NY. She received a Master of Public Policy from the University of Michigan.
