State policymakers, executive branch leaders, and state-wide practitioners are at the center of efforts to solve the housing affordability crisis — increasing supply, modernizing zoning, and aligning local and regional growth to combat rising costs. Many of these challenges are shared across states. Yet too often, leaders work in isolation. The State Leaders Land Use Forum is designed to change that.

As an inaugural member of Enterprise’s Land Use Forum, you would join a small, carefully selected group of state leaders committed to:

  • Sharing practical, real-world policy strategies
  • Learning from peer states navigating similar political and technical challenges
  • Accelerating the adoption of effective land use and housing supply reforms
  • Building momentum for durable, state-level solutions and implementation

The forum will provide:

  • Closed-door convenings (virtual and in-person) for candid exchanges
  • Peer advisory support on active policy efforts
  • Access to Enterprise’s network of research, emerging policy models, implementation tools, and technical assistance
  • Opportunities to shape the group’s direction and priorities as an inaugural member

Our goal is to create a trusted, nonpartisan, and action-oriented space where state leaders move beyond theory and focus on what works, politically and operationally. 

Convenings
Enterprise will cover all reasonable travel expenses for in-person convenings. The inaugural convening is planned for fall 2026, followed by three additional in-person convenings through summer 2028. Monthly or quarterly virtual forums will also be organized.
