As construction costs and land prices continue to rise, outdated land use policies and zoning regulations represent some of the most significant barriers to developing affordable homes.
In response, Enterprise is advancing a new effort to unlock housing potential by rethinking how land is used and regulated. This includes promoting strategies like gentle density, repurposing underused land, supporting new types of housing, and streamlining land use processes to address the affordability crisis and bring down housing costs.
But we know we can’t do this work alone.
That’s why we’ve launched the Land Use Network, a cohort-based approach that supports cities and counties in advancing bold land use reforms that confront longstanding housing challenges. The Network will offer tailored support through our mission-driven consultancy, Enterprise Advisors, for jurisdictions that are already in the process of reimagining land use – or those just beginning their journey.
For communities that have already started this work, our focus will be on helping cities and counties put plans into action. For these communities, we will help advance one to two specific land use strategies over the course of 12 months.
For those just starting out, the Network will provide hands-on support in identifying local opportunities and reviewing existing codes and procedures, providing a roadmap to move ideas into implementation. These engagements will last 18-24 months and result in a framework to advance land use reform.
Throughout this program, we will facilitate virtual and in-person peer learning exchanges over the next three years.
