AB 1487 provides the Bay Area with the tools to spur development of new affordable housing, preserve existing affordable housing, and implement tenant protections programs

The Governor signed into law Assembly Bill 1487 (Chiu-San Francisco), which provides the regional agencies of Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) with new tools to spur development of new affordable housing, preserve existing affordable housing, and implement tenant protections.

Assemblymember David Chiu authored and championed this historic bill in partnership with co-sponsors Enterprise Community Partners (Enterprise) and The Non-Profit Housing Association of Northern California (NPH), in collaboration with the ABAG and MTC. It builds upon years of advocacy and research by affordable housing, equity, and environmental advocates, as well as a commitment from the business community.

Enterprise has long been a strong voice for regional strategies and tools to address the housing challenges of the Bay Area. In 2018, Enterprise authored the report, Elephant in the Region: Charting the Path for Bay Area Metro to Lead a Bold Regional Housing Agenda. The report identifies current gaps and challenges that jurisdictions face meeting the housing needs of their residents and calls for robust regional housing infrastructure to meet that need, including innovative funding and financing and technical assistance. This report inspired the regional approach put forth by AB 1487.

This bill would make the Bay Area one of only a handful of regions in the country with the ability to directly raise desperately needed housing funds through voter approval across multiple counties and jurisdictions. This new ability to raise revenue at the regional level comes at a time when the State of California is increasingly putting pressure on regions and local jurisdictions to meet the housing needs of their communities. A new regional revenue source could help the Bay Area meet these ambitious goals.

“This is an unprecedented opportunity for the Bay Area to come together and go all-in to ensure that every Bay Area resident has a place to call home. With AB 1487, there is a now clear pathway to create resources that will protect residents from displacement and create the affordable homes needed to catch up with our job growth,” said Heather Hood, vice president and Northern California leader at Enterprise Community Partners. “We are deeply appreciative of the Governor’s support and Assemblymember Chiu’s leadership on this bill, and we applaud the broad coalition that has worked to support this bill, including MTC and ABAG leadership, our co-sponsor NPH, and numerous other regional advocates.”

"We know our region holds strong public support for affordable housing, as evidenced by the numerous voter-approved city and county affordable housing revenue measures over the past few years. AB 1487 offers us the clear next step of bringing those opportunities regionally, scaling our solutions and meeting the housing needs of all our neighbors, no matter their race of income;” said Amie Fishman, NPH Executive Director. “We look forward to working with our partners, community and business leaders, and local and regional decision makers to advance this opportunity."
“We are finally taking the regional approach that is necessary to tackle our housing crisis in the Bay Area,” said Assemblymember David Chiu (D-San Francisco). “Our challenges are inextricably linked across our region, and we need to address them together. By generating more funding at a regional level, we are taking a significant step towards a more affordable and equitable Bay Area.”
