Silver Spring, MDEnterprise Community Development, in partnership with Seabury Resources for Aging, announced the redevelopment of Springvale Terrace, an existing senior housing community in Silver Spring, Maryland. The redevelopment will replace the current aging property with a new, modern, mixed-income community designed to better serve low- and moderate-income seniors and support aging in place.

Originally built in the 1960s, Springvale Terrace includes 146 units and was among the first properties in the Washington region developed under HUD’s Section 202 program.

The property has long been a cornerstone of affordable senior housing in Silver Spring. The planned redevelopment represents an opportunity to reimagine the community for the future, with updated and enlarged apartments, expanded amenities and enhanced services designed to support seniors in aging comfortably and independently. As housing needs and expectations have evolved over time, the redevelopment will ensure the community continues to meet the needs of today’s seniors.

“Springvale Terrace has been home to generations of residents, and we don’t take that lightly,” said Janine Lind, President of Enterprise Community Development. “What’s most important to us is creating a community where seniors feel comfortable, supported and able to stay connected, not just to their homes, but to the community around them.”

The redevelopment will include demolition of the existing structure and construction of a new 236-unit senior community, to be known as The Springvale, significantly increasing the number of homes available. The new development will serve residents earning between 30% and 80% of Area Median Income (AMI), with the majority of units affordable to households earning 30% to 60% AMI.

The redesigned community will feature one- and two-bedroom apartments with modern amenities, including in-unit washers and dryers, full kitchens, energy-efficient appliances and finishes, and high-speed internet. Residents will also benefit from enhanced shared spaces such as a fitness center, library, social and media rooms, and a central outdoor courtyard designed to promote social engagement and wellness.

Located within walking distance of downtown Silver Spring, the community is close to transit, retail and essential services. The redevelopment will enhance access to these amenities while creating a more comfortable and connected living experience for residents. The site is also near a planned Purple Line station, further strengthening connectivity for future residents.

As part of the redevelopment process, residents were relocated. Eligible former independent living residents will have the opportunity to return once the new community is complete.

The Springvale is expected to be completed in 2028 and will be built to Enterprise Green Communities standards, incorporating sustainable features such as energy-efficient systems, water conservation measures and rooftop solar.

Lenders and investors include government funding sources, such as the U.S. Department of Housing and Urban Development, the State of Maryland and Montgomery County, Enterprise Community Investments and Capital One. The redevelopment is also supported by the Housing Opportunities Commission of Montgomery County, with 47 units receiving project-based rental assistance through HUD’s Restore-Rebuild Initiative.

The redevelopment is being designed by KGD Architecture, with engineering by MHG (Macris, Hendricks and Glascock) P.A and construction led by Bozzuto.
