The Rural Rental Housing Preservation Academy is a series of no-cost training and peer learning sessions designed to help rural housing providers acquire and/or preserve USDA Rural Development (RD), HUD and LIHTC financed housing in their respective communities. Training sessions will be open to existing owners/operators interested in preserving their properties or parties interested in acquisition for the purpose of preservation of property affordability.

The Academy sessions will span from basic introduction and overview of RD, HUD and LIHTC programs to exploring financing options and new financing models. Enterprise will bring in experts and practitioners that have proven success in preserving units and are thinking outside the box when it comes to funding to help deliver the training sessions. All training sessions will be held virtually. Attendance to any of the academy sessions is available to any interested stakeholders.

Session 1: Introduction to the 515 Process and Application | April 23 at 10:00am MT - Register
This session will cover current housing stock across the country, and what it means to preserve the affordability of the housing stock at risk.

Session 2: Proposed Purchaser and Ownership | May 7 at 10:00am MT - Register
Take a deeper look at the affordable housing stock that is at risk, an exploration of considerations for acquiring a project for preservation, and a discussion of preservation and transfer considerations specific to USDA 515.

Session 3: Long Lead Items | May 21 at 10:00am MT - Register
Explore management considerations (planning, agreements, lease, budget) and environmental reports in conjunction with other third party funders. This will also be an introduction to third party reports.

Session 4: Cost of Doing Repairs/Construction | June 4 at 10:00am MT - Register
During this session, we will cover what a capital needs assessment (CNA) is, samples of a CNA, scope of work, and projects that are eligible for assessments through your CNA provider.

Session 5: Understanding the Simple Transfer and Chapter 7 | June 18 at 10:00am MT - Register
Through this session we will go over the simple transfer process and take a deeper look into what forms are required for this process through case studies.
 
Session 6: Workshop the Projects and Third Party Financing | July 2 at 10:00am MT - Register
We’ll review case studies and how projects are financed with other non-RD sources.

Session 7: PAT Part I Financial Feasibility Part I | July 16 at 10:00am MT - Register
Financial modeling utilizing RD’s Preliminary Assessment Tool, the pro forma that RD utilizes to determine the financial feasibility of the project.

Session 8: PAT Part II Financial Feasibility Part II | July 30 at 10:00am MT - Register
Continuation of the previous session.
