Associate Director, Programs

Catherine West is an associate director at Enterprise Community Partners. Her portfolio includes programs that address barriers to utilizing a rental voucher, including overseeing the NYS Making Moves Mobility Program, which supports HCV-holding families with children to access resource-rich neighborhoods to advance their longer-term economic mobility and well-being. Catherine holds a Master of Social Work from Columbia University. She has previously worked with the NYC Department of Housing Preservation and Development, the NYC Department of Social Services, Urban Pathways, and several homeless service providers in Seattle, Washington.

Enterprise has released a new report showing the impact of long lease-up times on affordable housing in New York. We find that it takes over 14 months to lease-up a new affordable housing building, with timeframes and delays well beyond the national average. We highlight recommendations to speed up move ins to benefit New Yorkers in need of a home, and struggling owners of affordable housing.
