Biden Administration Releases President’s Budget Request for FY25

President Biden has released his request for the fiscal year 2025 (FY25) budget, following the Administration’s recent announcement of new actions to strengthen housing supply and lower housing costs and the release of the Treasury’s 2024 Housing Agenda. The budget request, while not legally binding, signals the Administration’s priorities and is a jumping off point for the congressional appropriations process for FY25. Despite the spending cap constraints from the Fiscal Responsibility Act of 2023, the President’s budget request proposes nearly level funding for many affordable housing and community development programs, in addition to making historic investments on the mandatory spending side.

The U.S. Supreme Court has issued its decision on City of Grants Pass, Oregon v. Johnson. In a disappointing ruling, the Supreme Court decided that the U.S. Constitution does not protect people against cruel and unusual punishment for sleeping outside, even if they have nowhere else to go. House Releases FY25 Housing and Community Development Spending Proposals

On June 27, the House subcommittee that funds the federal Department of Housing and Urban Development (HUD) approved its fiscal year 2025 (FY25) spending bill and sent the proposal to the full committee for consideration. Due to the bipartisan debt limit legislation, the Fiscal Responsibility Act of 2023 (FRA), Congressional appropriators are operating under strict budget caps, which will affect the amount they can provide for non-defense discretionary programs.
