Launched in 2021, the Local Rental Owners Collaborative (LROC) supports small independent landlords in preserving affordable housing and keeping residents stably housed across South Los Angeles. This webinar explores LROC's impact from its emergency response to the pandemic to a longer-term preservation model that centers the needs of small property owners.
Independent landlords own 76% of unsubsidized, below-market rental housing in Los Angeles County, making them a critical pillar of the region's affordable housing ecosystem. Through LROC, small property owners operating in historically disinvested neighborhoods receive targeted support to navigate their distinct challenges, sustain their operations, and keep long-term residents housed.
Since its launch, this groundbreaking initiative has delivered measurable impact by providing capital and technical assistance to prevent evictions, reduce foreclosure risk, and stabilize vulnerable housing stock. These supports not only shield individual households from displacement but strengthen entire communities by preserving affordable housing where it is needed most.
