End-Use Design Support for Participating New York State Municipalities

The New York State Blue Buffers Voluntary Flood Risk Property Buyout Program (the “Blue Buffers Program” or the “Program”) is an initiative administered by the HTFC. Its primary goal is to reduce flood risk and restore open space by purchasing private properties identified as at-risk from willing sellers (“Assisted Properties”), demolish and remove structures and/or infrastructure on the Assisted Properties; and transfer Assisted Properties to state agency(ies) or public authorities, which includes municipalities, to facilitate the restoration of beneficial open space, flood mitigation, and/or shoreline stabilization which shall be subject to recorded use restrictions. Ownership of these properties will be transferred to the municipality or other appointed steward. Residential use on the site after demolition will be prohibited.

Enterprise Community Partners ("Enterprise") was selected as a subrecipient of HTFC to administer the Blue Buffers Program pursuant to a subaward. To fulfill its obligations, Enterprise formed a special purpose entity, Enterprise Assisted Properties, LLC (“EAP”). Enterprise is a national nonprofit that exists to make a good home possible for the millions of people without one. We support community development organizations on the ground, aggregate and invest capital for impact, and advance housing policy at every level of government. EAP seeks to procure landscape architecture services for the conceptual design of open space acquired through the New York State Blue Buffers Voluntary Risk Property Buyout Program.

Important Dates:

  • Applications are open from September 2, 2026 to October 2, 2026.
  • Questions should be submitted no later than September 16, 2026 (More information on p. 7 of RFP)
  • Application deadline is October 2, 2026.
  • Notification of award will be made by the week of October 30, 2026.
