In Lufkin, Texas, the dream of a safe, stable, and affordable home is out of reach for many families. Like other small rural areas, more than half of the renters in the community are cost-burdened, spending over 30% of their income just to keep a roof over their heads. At the same time, housing shortages continue to strain the system.
For others, the only option is housing that falls short of basic standards. Aging structures, deferred maintenance, and lack of access to repairs mean that many residents are living in conditions that are neither safe nor sustainable.
Addressing these challenges requires more than building houses, it requires building pathways to economic stability. That is where the Legacy Institute for Financial Empowerment (LIFE) steps in. Founded in 2014, LIFE is a faith-driven nonprofit committed to strengthening families and communities through homeownership, workforce development, financial literacy, and hands-on training.
In 2022, LIFE launched its LIFE Build carpentry program, an innovative model that directly connects workforce training with the creation of affordable homes. Three years later, the nonprofit received a Section 4 grant from Enterprise to help implement the program in Angelina, Nacogdoches, and San Augustine counties.
"Our primary mission is financial stability — and that's not easy to achieve — so we launched the workforce development program to help people get there," said LIFE Executive Director Joseph Ceasar. "We're grateful to Enterprise for partnering with us on this work."
Where Workforce Development and Homeownership Meet
Homeownership has long been a cornerstone of generational wealth. It offers families stability, a sense of belonging, and a foundation for long-term economic security. Yet for many households in Lufkin, rising costs and limited housing supply make ownership feel unattainable.
LIFE Build takes a people-centered approach to this challenge by intentionally linking the development of affordable homes with the development of skilled workers. Rather than treating workforce training and housing access as separate issues, the program brings them together in a single, community-driven solution.
Through LIFE Build, young adults enter an apprenticeship program designed to launch them into careers in the construction trades. Many participants begin with little to no prior construction experience. Through a combination of classroom instruction and hands-on, on-site training, apprentices gain the technical skills and professional discipline needed to succeed in the industry.
Each apprentice works toward earning industry-recognized credentials, including National Center for Construction Education and Research Core and General Carpentry certifications. Along the way, they accumulate hundreds of hours of real-world experience on active construction sites and learn everything from safety protocols and framing to finishing work. Just as importantly, they build confidence, pride, and a clear pathway to employment with living wages.
Learning While Building Community
What truly sets LIFE Build apart is where training happens. Apprentices are not working on abstract projects or simulations; they are building real homes for real families in their own community. The houses they construct will soon belong to local residents working toward homeownership.
This direct connection between training and impact creates a powerful sense of purpose. Apprentices don’t just learn a trade, they actively contribute to solving Lufkin’s housing challenges. They see firsthand how their skills translate into safer homes, stronger neighborhoods, and brighter futures for others.
For the apprentices, stable employment in the construction industry becomes a gateway to financial independence. Increased earning potential opens doors to savings, credit-building, and ultimately, the possibility of homeownership for themselves. For many, LIFE Build represents a first step toward breaking cycles of economic instability and envisioning a future rooted in opportunity.
Supporting Families on the Path to Ownership
LIFE’s commitment to homeownership extends beyond construction. Alongside building affordable homes in Lufkin using its own construction teams, LIFE prepares future homeowners through education and coaching provided by HUD-certified counselors through the Homebuyer Assistance and Navigation Counseling (HANC) Program.
The organization also connects families to critical resources through partnerships with Texas Department of Housing and Community Affairs (TDHCA) programs such as HANC and the Home Rehabilitation Assistance (HRA) program. By coordinating education, financial guidance, workforce training, and housing development, LIFE ensures families are supported every step of the way.
In Lufkin, apprenticeship is doing more than teaching a trade. It is opening doors to stable careers, to safe homes, and to a future where families can thrive.
