“For the millions across the country struggling with rising rents and home prices, 21st Century ROAD to Housing creates a real opportunity to expand housing supply, lower costs, and make it easier to find an affordable home. This legislation equips states, local leaders, and housing experts with the tools needed to turn plans into homes.  

Enterprise has worked alongside policymakers to shape key provisions in the bill, including expanding the Rental Assistance Demonstration program, HOME program reauthorization, extension of CDBG-DR, increasing the Public Welfare Investment Test from 15% to 20%, and the Rural Housing Service Reform Act to expand protections for rural communities.    

We appreciate the leadership from Chairman Scott and Ranking Member Warren, and Chairman Hill and Ranking Member Waters, as well as all members of the Senate Banking and House Financial Services committees.  We also appreciate the White House for supporting the legislative effort.    

But passage is only the beginning. This legislation's impact will depend on how effectively federal agencies, state governments, localities, and housing practitioners put these tools to work. The real measure of success is results—more homes built, greater affordability, and meaningful improvements for families across the U.S.”
