Justine Marcus recently passed her one-year mark with Enterprise’s Northern California team where she leads our state and local policy work. Since joining the team last summer, Justine has worked closely with both the Northern and Southern California teams to develop a proactive policy vision and priorities that have coherence and align with our values across the state. Throughout her first year, she has focused on expanding our policy scope to engage more deeply on preservation and tenant protections policy, as well as centering racial equity more systematically in our policy and advocacy work.

At the local level, Justine leads our advocacy efforts on local policy, including recent eviction moratoria and rental assistance programs; the Regional Housing Needs Allocation process; Plan Bay Area 2050, and regional transit-oriented development policies. She also helps to lead our work on the Bay Area Housing Finance Authority and the Bay Area Housing for All campaign. Justine works in close partnership with the Southern California team to lead our state policy and advocacy, including the investAHSC campaign, supporting and helping to draft legislation, and engaging on regulatory updates to key housing programs. Justine also co-led our work to support the State’s Covid-19 Housing Advanced Planning effort.  

Justine completed the dual degree master's in City Planning and master's in Public Health program at UC Berkeley. During these three years, she worked at the Urban Displacement Project where she led anti-displacement and equitable development research and technical assistance projects with partners across the Bay Area and in Seattle. Justine’s previous experiences include housing preservation through San Francisco’s Small Sites Program, state legislative advocacy for utility justice, and community-based research on public health and community development in the Bay Area and the Central Valley. Justine has lived in California for eight years and grew up in Wisconsin. She is a proud, lifelong public school alum.
