Since 2015, Enterprise has led a regional initiative focused on preserving aging permanent supportive housing (PSH) across Los Angeles County. The latest in a series of risk assessments dating back to 2017, with the most recent prior edition published in 2022, this research aims to assess and characterize the aging PSH stock in the region, ensuring that policymakers and housing officials have a clear picture of risk profiles and that solutions are appropriately tailored to address them.
To gather current data, Enterprise partnered directly with PSH owners during the spring and summer of 2025, conducting interviews and surveys to collect and analyze project-level information. In most cases, the research updated findings from the 2022 assessment; in others, it collected data on at-risk projects for the first time.
Preserving this growing universe of PSH assets offers significant benefits for policymakers, owners, and residents alike. Successful preservation efforts can extend housing affordability for another generation — typically 30 to 55 years — while also upgrading building systems to improve energy efficiency, accessibility, and seismic safety. Preservation also creates opportunities to redesign outdated physical layouts to better support on-site services and community building, strengthen financial health through loan restructuring and recapitalization, and ultimately improve quality of life and housing stability for some of the region's most vulnerable residents.
