More than $1 million in Section 4 grants has been awarded to 20 community-based organizations to advance affordable homes, resilience, and economic opportunity across Texas, Louisiana, and Mississippi. The grantees were selected from a competitive pool of 31 applicants, a reflection of the region’s deep commitment to the communities they serve.

Another $460,000 was awarded through our Rural Communities Section 4 program to nine groups that operate in the Gulf Coast.

“These organizations are the backbone of our region’s affordable housing and community development work,” said Michelle Whetten, Enterprise VP and Gulf Coast market leader. “By investing in their capacity, we’re helping ensure that local leaders who know their communities best have the resources, partnerships, and technical support to deliver homes, stability, and opportunity where they’re needed most.”

The Section 4 capacity building program, made available through the U.S. Department of Housing and Urban Development and administered by Enterprise, is a critical resource for affordable housing and community development across the country. The program strengthens the organizational and technical capacity of community development corporations and community housing development organizations, empowering them to scale affordable housing and neighborhood revitalization efforts that improve lives and build lasting resilience.

Gulf Coast Grantees

Across the Gulf Coast, the funding supports a wide range of needs, from expanding homeownership and financial counseling to advancing workforce housing, energy efficiency, and climate resilience.

Texas
  • Avenue Community Development Corporation – Supporting the Northline community’s climate resilience through energy-efficient and resilient upgrades at the Independence Hall affordable housing community.
  • Boynton Houston Community Development Corporation, Inc. – Building organizational capacity through board development, staff training, and project management support for housing initiatives.
  • Denton Affordable Housing Corporation – Expanding its service coordinators program for low-income residents transitioning from homelessness.
  • Fifth Ward Community Redevelopment Corporation – Strengthening staff and predevelopment capacity to advance innovative affordable housing and community development solutions in Houston’s Fifth Ward.
  • Guadalupe Neighborhood Development Corporation – Hiring a homebuyer counselor to support affordable homeownership opportunities and financial readiness among residents.
  • Marcus D. King Ministries (Disciple Central Community Church) – Advancing the DC3 Eviction Prevention and Upward Mobility Program and the Forever Forward Initiative, plus predevelopment for new affordable housing in DeSoto.
  • Neighborhood Recovery Community Development Corporation – Supporting project coordination and predevelopment for Orchard: Bearing Fruit, a mixed-income housing initiative in Houston.
  • Providence Community Development Corporation – Advancing affordable housing development through staff and predevelopment support in partnership with faith-based organizations.
  • Rebuilding Together Austin San Antonio – Strengthening home repair capacity by supporting the director of construction and improving accounting systems.
  • Trinity East Village Community Development Corporation – Expanding organizational stability through leadership, board development, and operations support.
Louisiana
  • Gulf Coast Housing Partnership, Inc. – Conducting market research to expand affordable housing development across Louisiana, Mississippi, Alabama, and neighboring states.
  • Jericho Road Episcopal Housing – Supporting two new roles to lead workforce housing development and expand project management capacity.
  • Louvis Services – Enhancing organizational capacity through executive-level support and strategic leadership development.
  • Neighborhood Coalition – Launching a pilot homeownership project for a low-income family, including outreach, predevelopment, and project management.
  • New Orleans Neighborhood Development Foundation – Strengthening the Financial Fitness and Housing Counseling and Education program to help residents achieve homeownership and financial stability.
  • People’s Housing, Inc. – Supporting staff development and training to enhance housing development, homebuyer services, stewardship services, and data collection and evaluation.
  • Project Build A Future – Advancing staff training, organizational growth, and technology improvements to expand affordable housing.
  • Song Community Development Corporation – Supporting its environment and climate program, integrating sustainability and community engagement into housing and health initiatives.
  • SUN Community Housing Development Organization – Advancing the Healthy Home Initiative to improve housing quality and health outcomes through staff, consultants, and technology investments.
Mississippi
  • Kingdom Community Center CDC – Hiring a full-time project manager to lead the implementation of multiple affordable housing developments across the organization’s five priority sites.

Rural Communities Grantees

  • Adults and Youth United Development Association (Texas) – Supporting staff retention, training, and travel to strengthen affordable housing initiatives and conduct a local housing needs assessment.
  • Bogalusa Rebirth (Louisiana) –  Building organizational capacity through staffing, program development, and financial and administrative support.
  • Bread of Life Community Development Corporation of Louisiana –  Covering predevelopment and infrastructure planning costs for a 20-acre affordable housing project in Oakdale, including surveys, sewer design, and regulatory submittals.
  • Central Mississippi Housing Development Corporation –  Expanding staff and programs that address affordable housing shortages and reduce homelessness.
  • Gateway Community Development Corporation (Mississippi) –  Advancing predevelopment work for the 33-unit Roberts Estates II affordable housing project.
  • Gulf Coast Housing Partnership (Louisiana) –  Strengthening staff capacity to acquire, rehabilitate, and preserve affordable housing in rural and underserved communities.
  • Legacy Institute for Financial Empowerment (Texas) –  Expanding the LIFE Build Program, which links pre-apprenticeship training with affordable housing development, and supporting staff to manage program implementation and state contracting.
  • Tangi Community Development Corporation (Louisiana) –  Expanding affordable housing production and funding strategies through staff development and consultant support on project financing.
  • Tunica County Community Development Coalition (Mississippi) –  Enhancing staffing and predevelopment capacity for single- and multifamily housing programs, including homebuyer counseling and financial literacy support.
