Washington, DC (April 9, 2025) – Enterprise Community Partners (Enterprise) today announced that it was victorious in its appeal to reinstate critical funding from the U.S. Department of Housing and Urban Development. HUD sent a termination notice to Enterprise in late February cancelling nearly $40 million in Section 4 capacity building grants that go directly to communities to help build and preserve affordable homes and communities.
Enterprise CEO and President Shaun Donovan said the following:
“As we said from the beginning, this was never about us – it was about the thousands of communities and hardworking Americans who rely on Section 4 every day to create and preserve affordable homes nationally. When Section 4 was established over three decades ago, Congress and the American people entrusted Enterprise and our partners to be careful stewards of public funds and ensure each and every dollar drives down costs for families. We’ve succeeded in that: for every dollar we expend, local community organizations attract an additional $95 in other funding and resources. We are proud of the work we do, and even more importantly, proud of the work of our partners whose success relies on this critical lifeline. We’re relieved and grateful that HUD has agreed to partner with us to continue this program that will surely bring down costs and increase the supply of affordable homes across America, and we look forward to working with this administration to do just that.”
Over the last ten years, Enterprise Community Partners has deployed Section 4 grants to over 700 organizations across the U.S., resulting in the creation or preservation of 45,000 affordable homes. Through Enterprise’s technical assistance work, the organization has administered over $80 million in technical assistance and direct contracts since 2010, partnering with more than 700 communities across the nation to create strategies, build capacity, connect partners, and leverage funding.
