Yolanda Jackson

Program Manager, Rural Communities

Yolanda is a program manager on Enterprise’s Rural Communities team, where she leads strategic efforts to preserve and strengthen the nation’s rural housing stock. In this role, she works closely with a diverse network of partners, providing expert guidance and technical assistance on the USDA Rural Development Section 515 program to support the long-term sustainability of this critical housing stock.

A seasoned community development consultant, she brings expertise across housing and planning. Yolanda has led and supported neighborhood revitalization efforts, housing plans, market analyses, fair housing studies, and needs assessments nationwide. Her experience includes federal and state compliance, grant development, market analysis, and stakeholder engagement, making her a trusted advisor.

Based in Texas, Yolanda holds a bachelor’s degree in urban and regional planning from Michigan State University and is a certified professional planner.
