Tory Graves
Victoria "Tory" Graves serves as Assistant Vice President of Resident Experience at Enterprise Community Development, where she leads the delivery of resident-centered services across a diverse, multi-state portfolio. In this role, she advances Enterprise’s Strategic Plan by integrating it into daily practice—ensuring that Resident Services is not only a programmatic function, but a core driver of housing stability, community resilience, and property performance.
Ms. Graves oversees a team of Resident Service Professionals focused on key impact areas, including housing stability, food security, literacy, digital access, and resident engagement. With strong partnerships with Property Management and Asset Management, she champions a proactive, data-driven approach that emphasizes early intervention, prevention, and coordinated support—strengthening both resident outcomes and operational success.
A key leader in aligning strategy to execution, Ms. Graves partners closely with Enterprise’s Resident Services Programs and Strategy team to scale effective models, including rent relief initiatives and community-based partnerships that expand access to critical resources. She serves as a connector between affordable housing communities and external service providers, ensuring residents have equitable access to opportunities that support long-term well-being and upward mobility.
Ms. Graves is also the founder of The Warrior Princess Project of PA, a 501(c)(3) nonprofit dedicated to expanding opportunities for girls in athletics, which later evolved to support women and families impacted by breast cancer. Her lived experience informs her leadership approach—grounded in dignity, resilience, and the belief that all individuals deserve the opportunity to thrive. Her community affiliations include Pink Hands of Hope, THRIVE Center for Independent Living, Grace Temple Community Development Foundation, and the Coalition Against Homelessness.
A founding member of Enterprise’s Residential Property Management Division, Ms. Graves brings more than 30 years of experience in affordable and conventional housing. She holds certifications in tax credit compliance, including HCCP and COS designations, and is a graduate of the Dale Carnegie Institute. Her leadership reflects a deep commitment to embedding well-being into systems, strengthening cross-functional collaboration, and delivering measurable impact for residents and communities.
