Tonya Plummer

Director, Native American Housing Programs

As Director of Native American Housing Programs for Enterprise Community Partners, Tonya and the Tribal Nations team work directly with tribes, rural and urban Native Communities across the country to build capacity and access to resources to improve Native housing and achieve better health, cultural, and economic outcomes. Tonya is an enrolled tribal member of Assiniboine, Dakota, and Cree heritage. Before working in Indian housing and tribal economic development, her career in mortgage banking gave her engagement in all sides of the lending process including origination, processing, compliance, closing, secondary markets and ending as a HUD-DE underwriter. Upon stepping into Tribal work Tonya guided her tribe through adopting the HEARTH Act and was the founding executive for a Native CDFI, where she served as the Rocky Mountain Delegate for the Native CDFI Network National Policy Committee and became active in advocacy efforts for improved Tribal resources with multiple state and federal agencies. She also carried a leadership role in the establishment of the Montana Native Homeownership Coalition and serves on the Montana Board of Housing. Tonya is a bridge builder, linking Native and Tribal housing providers and partner organizations to bring capital, development and the restoration of thriving Tribal economies to Indian country.
