Ray Smith
Ray Smith serves as Senior Vice President of Development at Enterprise Community Development, where he leads affordable housing development efforts across Washington, D.C. and Maryland. With more than 30 years of experience in multifamily development, real estate finance, and affordable housing, he brings deep expertise in site acquisition, entitlement, design oversight, capital structuring, and project execution. His work is focused on creating and preserving high-quality homes that strengthen communities and expand housing opportunity.
Before joining Enterprise Community Development, Mr. Smith held senior leadership roles with Legacy Partners, Madison Capital Group, The Bainbridge Companies, Middleburg Real Estate Partners, Wood Partners, and Bank of America. Across his career, he has helped lead or finance major multifamily and mixed-income communities, including a portfolio of 35 projects totaling approximately $1.8 billion in capitalization. His work has included securing site control, leading rezoning and entitlement strategies, raising debt and equity capital, and guiding projects from concept through execution.
Earlier in his career, Mr. Smith served as Vice President at Bank of America, where he originated and structured financing for affordable housing and commercial real estate projects. He also helped secure tax credit and bond allocations for affordable and mixed-income developments. Mr. Smith earned a Bachelor of Science in Business Administration with a focus in Finance from Bryant University.
