Pat Cave

Senior Vice President, Policy

J. Patrick Cave (Pat) is the Senior Vice President of Policy at Enterprise Community Partners and an experienced public policy expert with more than three decades in both the private and public sectors.

Most recently, he founded strategic advisory firm The Cypress Group (now Mindset), which he led for 16 years as managing partner, advising clients on public policy risk and opportunity. Prior to his time at The Cypress Group, he served as acting assistant secretary at the U.S. Treasury Department, overseeing the Office of Financial Institutions Policy. There, he led the development and implementation of policy impacting a wide cross-section of the financial sector, including commercial banks, investment banks, insurance companies and more. He has also served as chief of staff to former Rep. Richard H. Baker of the House Financial Services Committee.

As a Louisiana native, Pat understands the urgency of climate-resilient housing, and founded a community development nonprofit in 2005 committed to building sustainable, affordable communities in vulnerable regions post-natural disasters. He developed housing for over 460 Louisiana families in the wake of Hurricanes Katrina and Rita, and has also built homes in California after the wildfires and in Florida after Hurricane Irma. 

He holds an MBA from the Wharton School at the University of Pennsylvania, a BA from the University of Virginia, and studied urban design at Columbia University.
