Joe Fusco

Joe Fusco is senior vice president and chief credit officer at Housing Credit Investments, Enterprise’s Low-Income Housing Tax Credit syndication business. He oversees credit review and policy for Housing Credit, Conventional Equity, and Opportunity Zones investments.

As part of Enterprise’s Low-Income Housing Tax Credit business, from 2002 to 2006, Joe acquired, structured, underwrote and closed investments in a variety of markets. He then joined Fannie Mae’s LIHTC business, where he evaluated potential transactions for proprietary funds managed by syndicators such as Enterprise and performed syndicator and fund assessments. Joe later transitioned to Fannie Mae’s single-family real estate owned (REO) group, where he asset managed single-family rental property portfolios for optimization and disposition.

Just prior to rejoining Enterprise, he was a project manager at US Bank CDC, underwriting and closing LIHTC deals for direct investment. Joe has a professional background in community development and holds a master's degree in Urban Planning Design and Development from Cleveland State University’s Levin College of Urban Affairs and a bachelor’s degree from Syracuse University.
