Gentrification Definitions and Racial Change: Considering the Evidence

Cities are not homogeneous by race and ethnicity, however, with some neighborhoods still majority non-Hispanic white. Nor are changes within these neighborhoods consistent; for example, those that have experienced gentrification – or the in-migration of higher-income households into traditionally low-income communities – likely have different patterns of racial change than non-gentrified neighborhoods, given inequalities in income distributions across households by race and ethnicity.

The latest update to Enterprise’s quarterly Housing Tenure Trends report shows continued growth in homeownership rates, up to 65.3 percent on a seasonally adjusted basis. This represents a new high in the homeownership recovery that began four years ago and the largest share of households owning their homes since 2012.

Covid-19’s economic fallout emphasizes that relief at all levels of governments and in partnership with the private sector is essential to mitigate the pandemic’s impact on renter households’ economic and housing stability. Enterprise urges Congress to work with the administration to offer much needed rental assistance. We also encourage state and local governments to work with property owners on ensuring flexibility and assistance for impacted renters in paying their back rent.
