RAD Tools and Products
The U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration (RAD) program to develop a set of case studies, tool books and guidance to educate current and future users of the RAD program. We have produced 14 tools to date, and additional tools are currently underway. Below are a few tools of particular interest.
RAD Case Studies
Challenges: RAD was established in 2012 to allow Public Housing Authorities (PHAs) to convert their properties to two different forms of project-based Section 8 Housing Assistance Payment contracts. While the program intent is straightforward, the program is complex enough that additional materials and tools were needed to provide more in-depth guidance. Case studies were an essential tool in showing the diversity of how RAD can be used for various PHA transaction types.
How TA was provided: Enterprise has produced 15 case studies featuring RAD conversions, highlighting best practices and lessons learned as well as depicting a variety of financial structures and development scenarios. We worked closely with HUD’s Office of Recapitalization staff to identify PHAs to be featured. Then, consultants reached out to PHA staff for remote interviews and to gather necessary data, photos and anecdotes. The consultants worked closely with HUD to edit the case studies prior to publishing them online.
- The case study series published on the RAD section of the HUD website provided concrete, applicable examples of the benefits of the RAD program to the housing authorities as well as the positive impact of RAD in the communities. It will help the housing authorities improve the quality of their program delivery.
- The case studies helped PHAs share knowledge. The RAD program also uses them to promote the program to interested housing authorities. They have also served as inspiration and best practice guidance for PHAs already undergoing the RAD conversion process. Lastly, this tool has served the program as a whole by presenting a complex HUD program in easy-to-understand language.
Challenges: One of the most challenging aspects of RAD conversion is navigating the relocation requirements for residents. For RAD to be successful, the well-being of residents must be a priority during the conversion; thus, educating PHAs on relocation is a critical need. The relocation requirements for RAD are complicated, so HUD asked Enterprise to conduct a thorough webinar to clarify the requirements of the relocation process for RAD program participants.
How TA was provided: Enterprise and Recap Real Estate Advisors worked closely with staff from HUD’s Office of Recapitalization to develop the presentation materials. During the two-hour webinar, the presenters outlined the key aspects of RAD relocation and directed participants to additional resources.
- The relocation webinar provided remote training to almost 400 participants on relocation requirements.
- The relocation webinar increased the number of people or households served during relocation process.
PBV vs. PBRA Comparison Guide
Challenges: RAD was established in 2012 to allow Public Housing Authorities (PHAs) to convert their properties to two different forms of project-based Section 8 Housing Assistance Payment contracts. While the program intent is straightforward, the program is complex enough that additional materials and tools were needed to provide more in-depth guidance. One such area that required further explanation was how to choose between the two available funding options: Project Based Vouchers (PBV) and Project Based Rental Assistance (PBRA).
How TA was provided: The Enterprise team produced the PBV vs. PBRA Comparison Guide by summarizing both programs and developing a helpful comparison chart to clarify key differences between the two options.
Results: The PBV vs. PBRA Comparison Guide aided public housing authorities in applying new knowledge and RAD program models. It helped them to make the best choice possible between the two funding options. This tool was one of the Guidance Materials and Tools produced, including: Closing Guide, Closing Process Tool, Funding Conversion Tool, Financing Plan Tool, Process Map, Transitional Period Funding Calculator, RPCA Guide for PHAs, Small PHA Guide, Utility Allowance Policy Guidance and Welcome Kit.
