Proven and effective, Section 4 – officially, the federal Section 4 Capacity Building for Community Development and Affordable Housing Program – strengthens local organizations across the country. Through its annual grants, the program helps organizations find new solutions to create affordable homes and healthy neighborhoods for families, seniors, veterans, people with disabilities and other low-income people.

Together with our local partners, Enterprise is multiplying the impact of local affordable housing development and helping families succeed.  This case study documents how NeighborWorks Umpqua used a Section 4 grant from Enterprise to survey and analyze the needs of manufactured housing owners in Oregon, which informed programs designed to more effectively replace or rehab dilapidated homes.
