The purpose of this guide is to offer tribal leadership a comprehensive overview of the steps required to create homeownership programs on reservation land, with a particular focus on the mortgage lending process.

This guide provides an introduction to the basic elements of the mortgage loan industry, the organizations that work within that industry, and their roles and responsibilities. It also provides an assessment of the barriers to home ownership that have existed on reservation land. Reflecting on the considerable progress that has been made in providing home ownership opportunities to tribal members, this revised manual also includes a number of “Best Practice” case studies that detail the innovative programs already implemented. This guide will help you to introduce mortgage lending processes on reservations in a way that:

  • Leverages existing federal funding so that you can significantly increase financial resources for housing on reservation land
  • Leverages government and private mortgage programs and resources for housing on reservation land
  • Allows tribes or tribal affiliates to develop or sponsor many more homes for ownership by tribal members
  • Helps tribes manage the mortgage process on tribal land.
