The A Call To Invest in Our Neighborhoods (ACTION) Campaign is a national, grassroots coalition of roughly 2,100 national, state, and local organizations and businesses calling on Congress to expand the Low-Income Housing Tax Credit (Housing Credit).
The ACTION Campaign was established in 2009 by a broad cross-section of Housing Credit stakeholder organizations in reaction to the recession and financial crisis that rapidly and drastically affected Housing Credit investment. When the market started to rebound in 2010, the ACTION Campaign shifted focus to protecting the Housing Credit in tax reform and advancing measures to further strengthen the program. The campaign was instrumental in making permanent the minimum 9 percent Housing Credit rate at the end of 2015, and in securing strong bipartisan support for protecting the Housing Credit in proposed tax reform legislation.
Building on this success and recognizing the growing need for the Housing Credit, we see an opportunity to do even more - which is why in our primary focus is now on expanding the Housing Credit and enacting other improvements to strengthen the program.

The HOME Coalition works to increase awareness about the HOME Investment Partnerships Program (HOME), its importance to the development and provision of affordable housing, and the need to continue funding this vital program. The coalition is composed of a broad spectrum of national organizations – including housing developers, state and local government associations and affordable housing advocates.
Launched in May 2015, Make Room gives a voice to struggling renters and elevates rental housing on the agendas of our nation’s leaders. Make Room advocates for better policies and tells the stories of real families who can’t make rent today. Enterprise is an incubator and leading sponsor of Make Room.
