Building Capacity for Affordable Housing and Sustainable Communities Programs
Sponsored by the California Strategic Growth Council (SGC), Enterprise is leading a team of technical assistance (TA) providers to deliver capacity building for the Affordable Housing and Sustainable Communities (AHSC) program throughout the state.
The goal is to build awareness and understanding of the AHSC program, and identify potential AHSC applicants and help prepare them for future application rounds. A particular focus of capacity building work is communities that have less access to technical expertise and capacity and/or that have not historically been successful with the program.
As part of its package of tools, and in lieu of in-person workshops due to physical distancing restrictions, the team of TA providers held a series of topic-specific webinars in May and June. The webinar topics ranged from an introductory course on AHSC 101 to specific green house gas reduction strategies, and the sessions garnered wide participation from affordable housing developers, public agencies and others.

The TA team members are also using their expertise and regional relationships to complete numerous targeted capacity building activities based on identified needs. For example:
- Enterprise, Estolano Advisors and California Coalition for Rural Housing have focused on expanding public partner engagement with AHSC and on direct project development assistance to interested rural and rural-like applicants.
- Raimi and Associates is developing a Best Practices Guide to demonstrate GHG reduction potential and Climate Resolve is testing and providing feedback to changes being made to the Cal-Adapt tool.
