Support the Enterprise Hurricane Community Recovery Fund

The 2017 hurricane season has brought unimaginable damage and destruction, unraveling lives and destroying homes across communities from the Gulf Coast to Puerto Rico. In response, Enterprise has created the Enterprise Hurricane Community Recovery Fund to support short-term relief and longer-term recovery and rebuilding efforts following Hurricanes Harvey, Irma and Maria. The fund will mobilize work in the most heavily damaged regions of Texas, Louisiana, the Southeast and Puerto Rico. We are asking individuals, corporations and foundations to join us with their support.

Disasters affect everyone, and we know that people with low incomes have the toughest time returning home and rebuilding their lives. In response to Hurricane Katrina, Superstorm Sandy and the 2016 Louisiana flooding, Enterprise helped inform the recovery and rebuilding of thousands of affordable homes in Louisiana, Mississippi, New Jersey and New York. With our assistance, communities developed homes to a greener, healthier standard and designed them to be resilient to future storms.

Enterprise has partnered or developed relationships with nonprofit organizations across the affected areas. As we work to help address immediate needs, we are preparing to lend our experience and expertise in policy, capital and programs to recovery and rebuilding efforts, so that families can return home.

While we are all still learning the full extent of the damage and full scope of needs, we are engaged with FEMA and HUD in identifying ways to provide support. Enterprise will coordinate education, trainings and programmatic efforts for organizations serving low-income residents. In addition, we have also developed expertise, tools and products that we are making available to support recovery and rebuilding of individual homes and communities as appropriate.

Short-Term Relief

Grants 

Our experience working with communities following disasters has shown that nonprofit organizations and their volunteers play a leading role in post-storm clean-up efforts that occur house by house and block by block before any rebuilding can begin. We also know that after initial emergency response and rescue operations have subsided, many displaced residents rely on nonprofit organizations for transitional housing, case management, connections to federal resources, financial assistance and permanent homes. 

Enterprise will provide flexible grants to reputable nonprofit organizations engaged in recovery services, including disaster case management, financial counseling, and mold remediation. To support longer-term rebuilding, our grants will provide funding for project planning, pre-development costs and business continuity to ensure nonprofit organizations can operate over the long term. To be eligible for support from Enterprise, grantees must serve low- and moderate-income families.  

Policy Advocacy

Enterprise’s policy expertise and long-standing relationships are helping ensure adequate and appropriate federal resources are made available to address the overwhelming needs of the most vulnerable residents, and that lessons learned from past disasters inform the response to current ones. We are preparing to develop analyses showing how the hurricanes affected various demographics and communities, allowing us to assist government agencies in allocating funding, as well as aiding community leaders and stakeholders in advocating for vital resources and planning rebuilding efforts.

Mold-Remediation Guide

Enterprise, in partnership with the National Center for Healthy Housing, will update its how-to field guide, “Creating a Healthy Home: A Field Guide to Clean Up Flooded Homes." The guide was created following Hurricane Katrina to support remediation and recovery. This revised guide will be made available in both English and Spanish. We will disseminate the guides to renters, homeowners, nonprofits, contractors and government agencies, among others, in the affected regions. 

Assessment of Future Programmatic Interventions

Enterprise has deployed staff to the impacted regions to determine the communities’ needs and gaps, primarily related to housing recovery and efforts to leverage federal recovery resources. Enterprise has developed a set of programmatic interventions in response to previous disasters and will determine which programs to deploy to each region, as well as explore the creation of new programs.

Longer-Term Recovery

We know that it will take years, if not decades, for some of the affected communities to fully recover. Enterprise is committed to supporting communities’ long-term recovery needs, just as we did for communities impacted by Hurricane Katrina and Superstorm Sandy.

We have developed tools, resources and programs specific to the disaster recovery setting that have proven highly effective. This work includes: 

  • Consultation with cities and states on disaster recovery program design and development
     
  • Technical assistance and capacity building for nonprofit organizations as they adjust their business operations to tackle the challenges of rebuilding and developing emergency plans
     
  • Financial products that will attract new private-sector investment to fill market gaps and support recover, rebuilding and risk-mitigation efforts
     
  • A live help desk to provide for homeowners’ rehabilitation needs, offering one-on-one assistance from pro bono architects and engineers 
     
  • Practical tools to help families incorporate cost-effective resilience features into renovation of their flooded homes and to maximize federal assistance grants 
     
  • Training and distribution of recovery and resilience toolkits
