Noni Ramos is senior vice president and chief operating officer of Enterprise Community Loan Fund, Inc. (ECLF).  Noni is responsible for leading the lending, portfolio and risk management, finance, and administration functions to implement ECLF’s strategic direction.  She also oversees Enterprise’s New Markets Tax Credits investments.

Noni joined Enterprise in 2008 with more than 15 years of community development experience. Prior to her current position, she was vice president of capital solutions and previously served as chief lending officer of Enterprise Community Loan Fund, Enterprise’s U.S. Treasury-certified Community Development Financial Institution (CDFI).  
Before joining Enterprise, Noni was the chief credit officer for the Low Income Investment Fund (LIIF) where she was responsible for directing all lending and portfolio management functions for its national portfolio of community development real estate loans.  She also held various lending and programmatic positions of progressive leadership during her 14-year tenure at LIIF. She began her professional career with Citibank.

Noni serves as a board member of Mercy Community Capital, the CDFI affiliate of Mercy Housing, Inc., which provides flexible funding to socially responsible community developers in support of affordable housing and essential community infrastructure projects. She is also a member of Opportunity Finance Network’s NMTC Advisory Board.  

Noni is a past chair of the board of directors for the YWCA of Berkeley/Oakland and past vice chair of the board of directors for the Tenderloin Neighborhood Development Corporation, a San Francisco-based affordable housing developer. 

Noni received a bachelor’s degree from the Walter Haas School of Business at the University of California, Berkeley, and earned a master’s in public administration from the California State University, East Bay. She is a proud graduate of INROADS, SF Bay Area.
