Judd Levy is the former chairman of the board of the New York State Housing Finance Agency and the State of New York Mortgage Agency. Before he held those positions, Judd was the founder, president and chief executive officer of the Community Development Trust (CDT), the country’s only real estate investment trust that invests solely in community development projects. CDT is active in the preservation of affordable housing, including conventional, Section 8 and Low-Income Housing Tax Credit projects. Judd has been a distinguished figure in the affordable housing industry for over 35 years. Under his leadership, CDT raised more than $120 million in equity through three successful private placements. He oversaw CDT’s investment and program activity, which now exceeds $1billion.

Prior to CDT, Judd served as president and chief executive officer and a board member of the Local Initiatives Managed Assets Corporation (LIMAC), a national secondary market for community development mortgages. Prior to that, Judd headed the Housing Finance Department at Merrill Lynch Capital Markets where his group raised over $50 billion for state housing finance agencies across the country. He has also served as deputy director for the New Jersey Mortgage Finance Agency. Judd received a B.S. from the Wharton School of the University of Pennsylvania.

Judd is a former member of the board of directors of the Low Income Investment Fund. He developed a securitization program for Habitat for Humanity International (HFHI) and, over the past 15 years, he has helped HFHI raise over $120 million for new mortgages for HFHI affiliates throughout the country.
