To help welfare recipients, low-income workers, and other at-risk job seekers make the transition to permanent jobs and self-sufficiency, effective career advancement must be more than merely encouraging customers to keep their jobs. It should include counseling for short-term and long-term career goals; encouraging skill upgrades, either through on-site training or distance learning; assisting workers to make strategic job changes that will build new skills, increase wages and acquire new responsibilities; training in financial literacy; and assisting with supports, such as child care subsidies, housing and transportation assistance, and health insurance.
