Welcome to Enterprise's Housing Development Step-By-Step (formerly known as the Housing Developer's Support System, or HDSS), the comprehensive guide to affordable rental and homeownership housing development for nonprofit organizations.

This step-by-step tutorial is designed to equip nonprofit organizations with the appropriate information and tools to improve, or expand, their affordable housing production systems. It can also assist nonprofit developers in evaluating alternative housing production methods and "scaling up" their pipeline.

The methodologies and tools included in the tutorial reflect Enterprise's broad experience developing affordable housing and providing technical assistance to more than 500 community development corporations (CDCs) and municipal agencies across the country.

How to Use This Tutorial

The Housing Development Step-By-Step is designed to guide nonprofit developers clearly, systematically and chronologically through each "business line". Each "line" proceeds through the production of a particular housing type by addressing program planning, development team structure, housing production insights and marketing/occupancy as well as more specific information related to each "business line".

We recommend that new affordable housing developers, or those new to this tutorial, proceed step-by-step through each business line to get a solid foundation for producing a specific type of housing. The tutorial has many sample documents and tools to help developers better understand the things they need to do to develop, increase, or improve, their housing production efforts.
