ENTERPRISE HIGHLIGHTS POLICY AND PILOT PROGRAMS
Atlanta Conference Discusses Foreclosure Crisis and Solutions

As part of the 7th Annual Fall Affordable Housing Conference in Atlanta, Enterprise Senior Director of Government Affairs Dvora Lovinger gave an overview of the Housing and Economic Recovery Act. In addition, the panel discussion focused on new sources of federal funding for housing and community development.

In one of the conference’s workshops, “Addressing Foreclosures: Place-Based Strategies,” Lovinger talked about Enterprise's Cleveland Foreclosure Response Pilot, a three-year pilot program impacting 750 homes in six Cleveland neighborhoods. She also highlighted a new initiative, the National Community Stabilization Trust. Through the Trust, Enterprise, the Housing Partnership Network, the Local Initiatives Support Corporation and NeighborWorks America are working to coordinate the purchase and disposition of REO properties from lenders, loan servicers and investors. 

The conference was sponsored by the Atlanta Housing Association of Neighborhood-based Developers, Georgia State Trade Association of Nonprofit Developers and Georgia Affordable Housing Corporation.

ENTERPRISE RESPONDS TO FORECLOSURE CRISIS
HUD Housing Summit Focuses on Neighborhood Stabilization
The Summit on Housing: Partnering for Responsible Policy, a two-day HUD-sponsored event, brought more than 800 housing and finance leaders to Washington, D.C., to learn about the newly created Neighborhood Stabilization Program.

Enterprise Vice President of Public Policy Ali Solis spoke at a plenary titled, “Best Practices for Neighborhood Stabilization,” where she discussed Enterprise’s response to the increasing number of real estate-owned properties in communities affected by concentrated foreclosures.

Solis also discussed Enterprise's experience in facilitating the purchase, rehabilitation and affordable resale of foreclosed homes through the HUD Asset Control Area (ACA) program. The ACA program has served as a model for the National Community Stabilization Trust.

Additional topics covered at the summit included the Housing and Economic Recovery Act of 2008, the HOPE for Homeowners program and other foreclosure prevention and loss mitigation programs.  

 


FROM MAIN STREET TO WALL STREET
Experts Discuss the Implementation of the Billion-Dollar Federal Rescue
During the Urban Land Institute’s Fall 2008 Meeting last month, an impressive panel of experts gathered for a session titled, “Billion-Dollar Federal Rescues from Main Street to Wall Street.” 

The session, moderated by Enterprise Trustee Barry Zigas, principal of Zigas & Associates, brought together housing industry experts to discuss the implementation of the Housing and Economic Recovery Act and the Emergency Economic Stabilization Act of 2008. The panel also examined how these two landmark pieces of legislation affect consumers, neighborhoods and lenders.

Among the panelists were Ali Solis, Enterprise vice president of public policy; Jeffrey Hayward, senior vice president, housing and community development, Fannie Mae; and Benson “Buzz” Roberts, senior vice president, policy and program development, Local Initiatives Support Corporation.

BREAKING IT DOWN
Housing and Economic Recovery Act Explained
A session during the Seventh Biennial Governor’s Housing Summit in Albuquerque last week helped to explain the details and programs in the Housing and Economic Recovery Act of 2008. A panel of experts highlighted FHA modernization, the HOPE for Homeowners program and the Neighborhood Stabilization Program.

The panel included Peter Lawrence, senior policy director for Enterprise; Meghan Sullivan, director of state government affairs, Mortgage Bankers Association; and Annie Chavez, legislative counsel, Office of U.S. Senator Jeff Bingaman (N.M.).

The event was hosted by the New Mexico Mortgage Finance Authority and partially sponsored by Enterprise. 

Earlier this week, Enterprise Sr. Policy Director Peter Lawrence delivered the keynote address at the Louisiana Association of Affordable Housing Providers Annual Meeting in Baton Rouge. Lawrence explained the changes in LIHTC Modernization and the new funding sources in the Housing Trust Fund and the Neighborhood Stabilization Program. 

Lawrence also described efforts on Capitol Hill to extend the Gulf Opportunity (GO) Zone Placed-In-Service deadline, which would allow developers to continue their rebuilding work in the Gulf Coast.
