Finally, the Housing and Economic Recovery Act, which created the Neighborhood Stabilization Program, offers municipalities the opportunity to support cost-effective green rehabilitation strategies for REO properties. Over the last two years, Enterprise Community Partners’ Green Communities Initiative has formed successful partnerships with local governments to buy, renovate, and sell vacant properties in distressed and underserved areas.
