The ULI-Enterprise Workforce Housing Initiative seeks to promote the development of workforce housing for households earning 30-60 percent AMI (rental) and 60-120 percent AMI (for sale) in metro Denver, with a particular focus on bus and rail transit corridors in Aurora, Denver, Lakewood, Boulder and Broomfield.
The ULI-Enterprise Workforce Housing Committee is the working group for the ULI-Enterprise Workforce Housing Initiative. The committee has approximately 30 members and two co-chairs: Susan Powers, Urban Ventures, LLC and Jamie Fitzpatrick, Corum Real Estate. The committee coordinates efforts with the ULI Terwilliger Workforce Housing Center and is committed to innovate and educate around the issues facing the creation of workforce housing in metro Denver.
The committee has created a unique process which provides support to developers interested in creating workforce housing. Through this process stakeholders provide input ,and feasibility analysis of complex projects are completed with the developer or owners’ input.

The Initiative seeks to elevate awareness about the challenges and solutions to creating workforce housing in metro Denver.
The committee supports ULI, Enterprise, Housing Colorado, the University of Denver and others in efforts to educate the community through forums and trainings.
We support educating the community on issues relevant to workforce housing creation including:
- Denver’s new Housing Plan.
- Denver’s Inclusionary Housing Ordinance.
- Implementation of Denver’s pending new zoning code.
- Efforts to make joint development with the Regional Transportation District a reality.
- Efforts to make use of Tax Increment Financing a reliable source for workforce housing.
- Efforts to create a dedicated statewide funding source for housing.
- Efforts to increase the Colorado Division of Housing’s line item budget.
- Efforts to encourage the Low Income Housing Tax Credit program to support workforce housing creation.
