Judi Kende

SVP & Chief Program Officer

Judi Kende is senior vice president and chief program officer for Enterprise Community Partners. 

With more than two decades of experience in community development, nonprofit leadership and finance, Judi leads program efforts nationwide to execute Enterprise’s three strategic priorities: increasing housing supply, advancing racial equity, and building resilience and upward mobility.

Judi’s career reflects a personal drive to improve people’s lives through housing. In her previous role as vice president and New York market leader at Enterprise, she expanded Enterprise’s presence statewide, creating impactful programs focused on preservation, anti-displacement, economic mobility, racial equity and fair housing; and launched a state and local policy practice that secured billions of dollars in resources. Her team also quickly responded to Covid-19 and a racial justice reckoning, spearheading a new public-private partnership to prevent eviction through rental relief and services and creating a flexible loan pool focused on BIPOC-led organizations.

Prior to joining Enterprise in 2014, Judi led the Low Income Investment Fund’s Eastern and Central region. She also previously served as director of Nonprofit Finance in Citibank Community Development and spent six years in Citigroup’s Corporate and Investment Bank.

Judi serves on numerous boards including the Center for New York City Neighborhoods and Selfhelp Realty Group, as well as advisory boards for Goldman Sachs and Jonathan Rose Companies. In 2014, she was invited to serve on the Mayor’s Housing New York Implementation Advisory Board and the Mayor’s Office of Sustainability Technical Working Group; in 2016, she was appointed to the Mayor’s Supportive Housing Task Force.

Judi graduated from Kenyon College with a bachelor’s degree in psychology and received her MBA from the Kellogg School of Management, Northwestern University.
