Former Seattle Mayor Norman B. Rice is chairman of the Board of Trustees of Enterprise Community Partners. In March 2008, Rice succeeded F. Barton Harvey III as chair, becoming only the third person to serve in that role in the history of Enterprise, co-founded by Jim and Patty Rouse in 1982.
Enterprise Community Partners is a national nonprofit that provides development capital and expertise to help create decent, affordable homes and rebuild communities. For more than two decades, Enterprise has led neighborhood solutions through public-private partnerships with community organizations, financial institutions and other public and private agencies and institutions. To date, Enterprise has invested nearly $9 billion in communities to provide more than 240,000 affordable homes.
Rice is a longtime advocate and leader in the affordable housing and community development industry. He is currently the Distinguished Visiting Practitioner at University of Washington’s Daniel J. Evans School of Public Affairs, where he is helping to launch a civic-engagement seminar series.
From 1999 to 2005, Rice led the $48 billion Federal Home Loan Bank of Seattle as president and CEO. In that role, Rice worked with more than 375 financial institutions to make their communities better places to live and work. Prior to joining the Seattle Bank, Rice was president of the U.S. Conference of Mayors.
As mayor, Rice earned national acclaim for revitalizing Seattle’s downtown and strengthening the city’s neighborhoods through public-private partnerships. While in office, Rice championed an improved public school system, civic buildings and implemented a model welfare-to-work program. Rice served three terms on the Seattle City Council and two years as council president before becoming mayor.
Rice holds a Bachelor of Arts in communications and a Master of Arts in pubic administration from the University of Washington. He holds honorary doctorates from Seattle University, University of Puget Sound and Whitman College.
The recipient of numerous awards, Rice serves on the boards of national and local economic development organizations. He and his wife Dr. Constance Rice have one adult son, Mian.
