Doris W. Koo, a nationally respected leader with nearly 30 years of experience in affordable housing and community development, is president and chief executive officer of Enterprise Community Partners. Koo also chairs the Board of Directors of Enterprise Community Loan Fund, and is a member of the Enterprise Community Partners Board of Trustees and the Enterprise Community Investment Board of Directors.

Enterprise is a national leader in providing development capital, financial solutions, public policy advocacy and technical expertise for the creation of affordable housing and community development in low- and moderate-income neighborhoods across the U.S. Since 1982, Enterprise has raised and invested more than $10 billion in equity, loans and grants to help build or preserve affordable housing nationwide.

During Koo’s tenure, the Enterprise Green Communities initiative has become one of the largest and most successful private investments in green, affordable housing, with $700 million invested to build or preserve nearly 16,000 green affordable homes nationwide since 2004. Frequently invited to testify before Congress, Koo has helped raise visibility and secure critical resources for green, affordable housing and other key housing policy issues, including redevelopment of the Gulf Coast and national foreclosure stabilization.

Koo began her career as a community organizer and has been a highly successful developer, public agency administrator and nonprofit executive. Koo joined Enterprise in 2001 as vice president and was promoted to senior vice president in 2002 and executive vice president in 2006. A year later, she was named president and chief executive officer.

From 1979 to 1992, Koo led Asian Americans for Equality in New York City, first as a member of the board of directors and later as founding executive director. She is credited with transforming the community-based civil rights organization into the largest owner and developer of low-income housing in New York City’s Chinatown and Lower Eastside. After moving to Seattle in 1992, Koo continued her involvement in affordable housing development as senior housing developer at the Fremont Public Association.

Koo joined the Seattle Housing Authority as director of development in 1994 and was named deputy executive director in 1999. In addition to leading four HOPE VI redevelopment efforts, she oversaw municipal bond financing and internal management and operations at the housing authority.

Koo has a bachelor’s degree in sociology from the University of Wisconsin-Madison and a master’s degree in social service administration from the University of Chicago. She serves on the board of the National Housing Trust and the National Low Income Housing Coalition.
