As senior vice president and regional executive for Enterprise Community Partners, Paul Cummings oversees and is responsible for driving the integration of production, solutions and policy efforts to deliver comprehensive and in-depth affordable housing in low-income communities and community development solutions for large-scale impact in Enterprise’s Western Region. Cummings sets priorities, assists in raising and deploying capital, has accountability for regional goals and directs a team of impact market leaders in the region. The Western Region contains three impact markets – Los Angeles, the San Francisco Bay Area and the Pacific Northwest – as well as a program office in Dallas and operations located in both Denver and Chicago. In addition to overseeing regional operations, Cummings serves as a top strategic advisor to Enterprise and contributes innovative ideas to the organization as a whole.

From 2007 to 2008, Cummings served as the senior vice president for Enterprise Community Investment, overseeing the development and implementation of tax credit syndication’s strategic plan, which balances affordable housing production growth with Enterprise’s mission-driven business philosophy. He managed staff resources and marketing outreach to development partners to achieve company production targets. In 2006, he served as chief acquisitions officer, overseeing syndication acquisitions, strategy and staffing resources for the entire syndication line.

From 2003 to 2005,Cummings served as the vice president for West Coast operations, where he managed Enterprise’s efforts to place Low-Income Housing Tax Credit equity in the western United States. In this role, he oversaw an investment portfolio of more than $1 billion and guided staff in five cities: Denver, Portland, Ore., San Francisco, Los Angeles and Seattle. Before joining Enterprise’s Portland office as a development officer in 1996, Cummings was a development officer with the Vermont Housing Finance Agency, where he structured the financing for the development and preservation of affordable rental housing.

He holds a master’s degree in city planning from the University of California, Berkeley, and is a graduate of the University of California, Davis.
