Kelly Cartales directs Enterprise’s programs in Baltimore and the Mid-Atlantic Region. Cartales has more than 20 years of experience in community development and affordable housing. During her time at Enterprise, Cartales has worked as director for Enterprise’s office in Cleveland as well as regional director for the Midwest, overseeing programs in Cleveland, Columbus and St. Louis. In 2000, she was promoted to senior vice president and joined the national office in Columbia, Md., where she provided broad oversight of the strategic alignment of resources to support local and national programs, including Living Cities and Section 4 grants, directed field operations and programs, created grants distribution policies and infrastructure, worked closely with the president and CEO and the CFO to establish financial sustainability strategies for field and national programs, and led several restructurings of field and national programs.

Prior to joining Enterprise, Cartales worked as finance director and senior development officer for the city of Cleveland, Department of Economic Development. There she led a team of development officers packaging small business and real estate loans, tax abatements and tax increment financing, Enterprise Zone incentives, Urban Development Action Grants and other incentives for neighborhood and downtown development.

Cartales has a bachelor’s degree in business administration from Cleveland State University where she graduated cum laude and was recognized as Outstanding Student Leader of 1986. She currently serves on the board of the Neighborhood Partnership Fund in Portland, OR; the advisory board of CBO, Inc.; the executive committee of the Baltimore Neighborhood Collaborative, and has served on several nonprofit boards in the Midwest.
