As senior vice president of national initiatives and innovation, Naomi Bayer provides valued
programmatic
support and direction for Enterprise’s strategic priorities: enabling environmentally sustainable
development, stabilizing communities and expanding housing opportunities for the most vulnerable. Bayer co-leads our efforts to infuse innovative solutions throughout the organization.
Prior to joining Enterprise, Bayer served as the director of Fannie Mae’s New York Community Business Center, working with partners to increase affordable rental and homeownership opportunities for low-, moderate- and middle-income families and first-time home buyers.
Previously, Bayer served as senior vice president of housing with the New York State Housing Finance
Agency and the State of New York Mortgage Agency, where she was responsible for the overall management
of housing programs of the combined state housing finance agencies. Bayer also was employed
at the San Antonio Development Agency as manager of the Rehabilitation Department and was director of housing and community development with the Baltimore Regional Planning Council. Bayer serves on the National Housing Conference Board of Trustees. Previously, Bayer served as chair of the Housing First Coalition and the New York City Housing Partnership Development
Corporation.
Bayer received a master’s degree from Rutgers University and a bachelor’s degree at Barnard College, Columbia University.
