It is often a challenge to reach and recruit low-income residents or job seekers who have barriers to employment. This is due to a variety of reasons.

  • TANF recipients and other unemployed residents have given up hope of ever achieving economic self-sufficiency.
  • Workforce providers fail to effectively communicate the value and outcomes of their services to potential job seekers.
  • Job seekers do not trust the workforce system to help them find a decent job.

This section offers key strategies and detailed approaches for engaging and encouraging community residents and job seekers to enroll in workforce development programming.
